In a significant policy shift, the U.S. Environmental Protection Agency has removed the dollar value it previously assigned to human life from its cost-benefit calculations for industrial pollution rules. The change, which sets the so-called “value of a statistical life” (VSL) at zero, marks a stark departure from the roughly $11.7 million per person figure used in recent years.
The VSL is a standard economic metric that agencies use to weigh the monetary benefit of regulations that reduce mortality risks. In the EPA’s case, it has been central to determining how strict pollution limits should be for ozone and fine particulate matter—tiny airborne particles about 30 times smaller than the width of a human hair. When a human life is assigned a high dollar value, stricter emissions standards tend to pass cost-benefit tests because the health gains are seen as outweighing industry compliance costs.
By zeroing out that value, the agency effectively removes the health benefit side of the equation, making it far harder to justify stringent pollution controls. The practical result, according to policy analysts, is that future regulations on industrial emissions could be dramatically weakened, allowing more pollutants into the air.
Potential Reversal of Clean Air Act Gains
Environmental economists point to the Clean Air Act of 1970 as a turning point in U.S. air quality. According to Michael Greenstone, an environmental economist quoted in a Fortune report, the law has improved the average American’s life expectancy by 1.4 years. “Clean air is one of the great success stories of government policy in the last half-century,” Greenstone said. “And at the heart of the Clean Air Act is the idea that when you allow people to lead longer and healthier lives, that has value that can be measured in dollars.”
The removal of the VSL, however, could undermine that legacy. Without a positive life value, the economic case for reducing ozone and particulate pollution collapses, potentially stalling or reversing decades of progress in air quality and public health.
Historically, the VSL has been a political lever. Pro-industry administrations have tended to lower the figure, while those more focused on public health have raised it. But no previous administration has set it to zero, making this a complete victory for industrial interests that have long argued that pollution controls impose heavy costs on businesses.
The decision is likely to have far-reaching consequences, not just for air quality but also for how the federal government evaluates the benefits of environmental protection. As the EPA moves forward, the absence of a human life value in its calculations will make it difficult to justify new or stricter emissions standards, even when scientific evidence shows clear health risks.
For now, the move has reignited the long-standing debate over how to balance economic growth with environmental protection. While industry groups may welcome the reduced regulatory burden, public health advocates warn that the true cost will be measured in lives shortened by polluted air.
